Dark Circle removal?

I'm 16 and for as long as I can remember I have had the worst dark circles and bags under the eyes. It is a combination genes and the terrible allergies. Even people who can not comment on the severity of my fallen dark circles. No matter how much sleep I get, or the amount of "Illuminating Eye Cream" I use, are still there. I was wondering if there is any possible solution to this problem, even if it is some type of surgery, I want to know all possible solutions. Thank you.

So I went to Vegas and got virtually no sleep. My last day I've developed the circles dark under the eyes and sleeping a few lines (wrinkles). I'm 27. My complexion is very uniform and never had any problem like this before. I have researched and it said that could be related to stress and sleep deprivation. I cna't lie extremely stressed Ive hence why I went to Las Vegas. The I checked with the dermatologist and was told that the ANC did not do anything about the circles. the circles are beginning to decline, but the lines are prominent. I've seen Relive and things worked ... but im scared im doing more damage. I have no idea what to do. I've tried various creams, lotions and eye things ... derma wand even .. lol ... yes derma wand even ... I went to Las Vegas in December.
